Live Wallpaper for Windows by Samuel Schultze
With this asset, you can do this with only one line of code.
The asset works both in the Editor and the build, so you can test your live wallpaper while you're still developing it.
It also contains a useful API, you can make your game fullscreen borderless without setting it as wallpaper for example, or get the default wallpaper image and many other things.
Performance is not affected, it will be the same as the standalone window.
And it comes with an optional launcher, so you can start the wallpaper even before Unity starts running your code, which is pretty useful.
Unfortunately, keyboard and mouse inputs won't work well, but the asset contains script with workarounds for this. Further explanation can be found in the documentation.

Each stereo sample has been meticulously recorded using 24 bit audio at 96kHz sample rate. Samples have been processed using digital compressors, EQ, and limiters to ensure that every sound is detailed and clear. Samples have short fade-ins and longer fade-outs to ensure that there is no popping or clicking present. Lastly, all files have been normalized to -1dB to ensure that all files are easy to work with in your game.
The game-ready audio files have been converted to 16 bit audio at 44.1kHz sample rate so that their memory footprint is acceptable for even the most lightweight mobile games.

"Simple Teleport" adds a new versatile teleporter system to your game that can be used for entrances and doors with several options. It uses a collider with a trigger and can therefore be placed anywhere in your scene.
This teleporter system does not require a NPC and therefore has no overhead and a very small footprint.
