In the sample, Water Quad object has Wave Simulator (Script). This script updates Wave Height Map Texture at a FixedUpdate function. You can change a speed of the wave.

Subdivision surface for wave deformation
In the sample, Water Quad object has Quad Mesh Subdivider (Script). This script subdivide mesh at a Start function. You can set a resolution of the mesh subdivision.

Water splash visual effect
In the sample, Water Quad object has Wave Interferer (Script). This script calls an add wave function when it collide with the object that has a Wave Simulator (Script). Optionally, if you set a Periodic Effector (Script) of a Visual Effect object into a Water Drop field or a Water Splash field, the script calls a StartEffect function when it collide with the object that has a Wave Simulator (Script) likewise.

Refraction shader graph for URP Single Pass Stereo VR
